Oregon Cattlemen's Association RESOLUTION WF-05-03 Wolf Resolution Land Closure
Whereas: OCA has participated in the wolf issue
at every level since it began nearly 7 years ago; and
Whereas: The Fish and Wildlife Commission denied
OCA’s petition to remove the wolf from Oregon’s endangered species list which
was based on the requirements for delisting being met under the Oregon ESA; and
Whereas: the livestock representative on the wolf
advisory committee wrote a minority report on the Department’s Wolf Conservation
and Management Plan because it did not satisfy any of the livestock producers
requirements for managing depredation on livestock; and
Whereas: The Commission adopted a plan that
contained many provisions requiring legislative approval that they did not gain;
and
Whereas: The Commission now intends to approve a
revised plan with no protections for livestock owners and changes the plan to
nothing more than a wolf introduction without any management commitments; and
Whereas: ODFW leaves livestock producers with no
legal, reasonable, short term options save one, to close our land to any public
entry; and Now therefore be it resolved: If the recovery plan as proposed for public comment is adopted rather than rescinded by the Commission, the Oregon Cattlemen’s Association will support a proactive campaign to close our private land to any public entry with the intent being: 1. A protest of the agency for not following its own polices, mission, and goals. 2. Protecting the wolf’s wild prey base in anticipation of their arrival in Oregon.
