Program (Non-Point Source)
Section 319 of the Clean Water Act
directs the Environmental Protection Agency (EPA) to work with states to
formulate unregulated, voluntary, best management practices to control
non point sources of pollution.

Runoff can be slowed by grass and grass like plants that grow in riparian zones next to a stream.
